Greater Toledo Heritage and Horizons (GTHH) is a nonprofit corporation based in Toledo, Washington. We are committed to preserving our community’s story while building a foundation for the future. Founded in 2025 by local residents, GTHH focuses on land stewardship, historical preservation, and rural-scale economic development.
The individuals below currently serve as officers and founding members of our board. Greater Toledo Heritage and Horizons is in the process of expanding its board to include individuals with experience in community development, rural planning, history, finance, and nonprofit governance.
Lawrence Davidson (known to most in the community as Larry) has family roots in Toledo dating back to 1900, when his great-grandparents settled in the area. Four generations of his family have lived and worked here since, giving him a lifelong connection to the community and its heritage.
Professionally, Davidson holds advanced degrees and certifications in
business, engineering, and project management. He has built a long and
distinguished career across multiple industries and as a management consultant.
Most notably, he served as Chief Project Engineer and Senior Project Manager
for the National Ecological Observatory Network (NEON), a continental-scale
ecological research infrastructure project with a development and construction
budget of $454 million. In that role, he oversaw the engineering and construction
components - including planning, design, manufacturing, civil construction,
and field deployment across the contiguous U.S., Alaska, Hawaii, and Puerto
Rico. This work represented one of the largest and most complex portions
of the project and a major share of the overall effort.
As President of Greater Toledo Heritage and Horizons, Larry is committed
to honoring Toledo's past while guiding a sustainable vision for its future
- ensuring that revitalization efforts preserve community character while
creating opportunities for generations to come.
Joe Notch is a retired U.S. Coast Guard veteran with over 30 years of service in emergency management, information technology, and project leadership.
Raised in a rural community, he is passionate about balancing growth with small-town character and revitalizing Toledo's core. In retirement, Joe supports local businesses and community initiatives, believing long-term residents are key to shaping the town's future.
